The last paragraph makes no sense -- how would Tigh being from Earth resolve anything about his service on this ship?

Indeed. Brenik was destroyed in year 2 of the war, and we now know that the colony Cylons had not yet perfected the creation of humanoid models by the time the earth Cylons contacted them, at the end of the war.
