Miller is a native of Aerilon.
According to Gaius Baltar's brother, he doesn't give him any money for tractor parts because he would likely spend it on a card game, betting on the Caprica Buccaneers, or "the Miller's daughter", insinuating that she is a prostitute (Battlestar Galactica: Origins 1).
