I'd hate to block somebody before they "did" anything, but having a userid that is a numeric number nearly identical to a handful of other accounts that I have recently blocked is awfully suspicious (especially as it was created at almost the same time as a vandal account). :I share your caution, but I think it's common sense that good-faith users don't register with meaningless decimal strings as their usernames.
