Because the [[Cylons (RDM)|Cylon]] occupation of [[New Caprica]] leads to numerous security restrictions and heightened levels of control and repression on the planet, a band of human resistance fighters, regarded by the [[Cylons (RDM)|Cylons]] as insurgents, begins to strike back against the occupying [[Cylons (RDM)|Cylon]] army.  This leads to the formation of The [[New Caprica Police]] (NCP), humans who either volunteer or are coerced into working for the [[Cylons (RDM)|Cylon]] authority.  Wearing black ski masks, blue body armor, and green uniforms with white armbands, The New Caprica Police are considered traitors to the human race and are regarded with both disgust and disdain by the majority of the planet’s human civilization.  The NCP is often tasked with performing "dirty work" for the [[Cylons (RDM)|Cylons]], rounding up both suspects believed to be part of the Resistance as well as innocent civilians who are often illegally imprisoned, beaten and executed.

The most significant damage the resistance inflicts on the NCP comes when the group is infiltrated by [[Tucker Clellan|Tucker "Duck" Clellan]], a member of the [[New Caprica Resistance|insurgency]] driven to a suicidal depression by the death of his partner, [[Nora]], who had been killed during a [[Cylons (RDM)|Cylon]] attack on a makeshift place of worship used by the humans.  

[[Tucker Clellan|"Duck"]] is wired with and detonates an explosive device in a suicide-bomber attack during the graduation ceremonies of a New Caprica Police Academy class of two hundred cadets and [[Cylons (RDM)|Cylon]] VIP guests ([[Occupation]]). Casualties include thirty-three cadets and numerous Cylons. [[Jammer|James "Jammer" Lyman]], who serves under the rank of Captain in the New Caprica Police, and a former deckhand under Chief [[Galen Tyrol]] on ''[[Galactica (RDM)|Galactica]]'', escapes unharmed. 

After the human escape from New Caprica, a number of suspected collaboraters including Jammer and other members of the NCP are charged with crimes against humanity, found guilty of treason and summarily executed by a tribunal known as [[The Circle]], formed under the executive order of President [[Tom Zarek]].
