The '''black market''' is an underground organization within the [[The Fleet (RDM)|Fleet]] through which illicit and unofficial trades of goods, both essential and exotic, are executed. ''[[Prometheus (ship)|Prometheus]]'' is described by [[Tom Zarek]] as the "hub of the black market" ([[TRS]]: "[[Black Market]]").

Until the episode "[[Black Market]]", the underground organization was headed by [[Phelan]]. Under Phelan, the black market regularly withheld inventory to inflate prices.  The black market was also known for other dealings, [[Wikipedia:Prostitution of children|some of which]] crossed the line between "merely" illegal and completely anathematic.

After Phelan's death, [[Lee Adama]] explains to Phelan's likely successors that, as long as these shady practices stop, the black market will be allowed to continue business.  Despite the [[Laura Roslin|President]]'s misgivings, the black market still functions within the Fleet, and is essential in distributing hard to find supplies.
