Upon entering politics, he aimed to end the Cylon war and wrestle control of it away from the corrupt politicians, and were great friends of both {{alt|Adama|TOS}} and [[Ila|Ila]]. Adar is not mentioned by name in the Richard Hatch novelization series, though he is obliquely referenced by his title as President of the Quorum. During this period, Baltar was repeatedly passed over for the Presidency itself, leading him to realize he would never attain that post through legitimate means. Even if he had achieved the presidency, he recognized he would still have to contend with the eleven other councilors, which contributed to his frustration and eventual betrayal. This political arrangement—with Baltar serving as a powerful advisor but not holding ultimate authority—became one of the factors that set him on his path toward orchestrating the fall of the Colonies in exchange for what he believed would be absolute power under Cylon authority.<ref name="WAR88" />

In [[7346]], during {{TOS|Osiris}}{{'}} reign as [[Aeries]]{{'}} councilor on the {{TOS|Quorum of Twelve|Quorum of Twelve}}, Adar has Colonel {{alt|Adama|TOS}} removed from the Quorum in light of Lieutenant {{alt|Apollo|TOS}} freeing Ensign {{alt|Starbuck|TOS}} from false imprisonment aboard the [[Aerian Administration Hub]] (''[[Battlestar Galactica: Starbuck 3]]'').

When Starbuck presents [[McKintosh]]'s incriminating information on Osiris's activities the night that [[Umbra (alternate)|Umbra]] fell, Osiris briefly takes Adar hostage and demands a shuttle. Starbuck saves Adar's life by mortally wounding Osiris, which leads to a prescient self-realization that "[[Saga of a Star World|I really do seem to have a ''terrible'' judge of character]]."

Following this, Adar celebrates by promoting Starbuck and Apollo to Lieutenant and Captain respectively, reinstating Commander Adama's position in the Quorum, and installing [[Baltar (TOS alternate)|Baltar]] in Osiris's vacant spot (''[[Battlestar Galactica: Starbuck 4]]'').
