When to use Neutral and Abstain:
- {{neutral}} is a vote, which declares no opinion on the matter at hand.
- {{abstain}} is not a vote. It is automatically used for admins on Leave of Absence, and can also be used to recuse yourself from votes in which you are an interested party (such as an RFC brought by or concerning you).
