Leave of Absence
Current think tank policy requires an 80% majority of administrators for a proposal to go forward. This, however, does not take into account the varying levels of time that the various administrators are able to contribute at various points.
I propose that administrators should be able to declare themselves on a formal leave of absence, which will remove them from the quorum requirements at BW:TANK for its duration. Administrators who do not contribute for over one month should automatically be placed on leave of absence.
