It seems odd that a total of twelve planets would have a legislation consisting of one representative each. Perhaps the Quorum is merely the upper house of a much larger parliament, or a council to aid the president (but separate to the cabinet). Just my two cents. *In the podcasting for Colonial Day RDM says the Quorum is a cross between the UN Security COuncil and the US Senate.  He mentioned it being part of a bicameral legislature. ([[User:Alphaboi867|Alphaboi867]] 00:37, 23 Mar 2005 (EST))
