When to use Neutral and Abstain:
- {{neutral}} is a vote, which declares no opinion on the matter.
- {{abstain}} is not a vote. It is automatically used for admins on Leave of Absence, and can also be used to recuse yourself from votes in which you are an interested party (such as RFCs concerning administrators).
