Although not specifically discussed in this episode, it can only assumed that they have enlisted 6 more candidates from the civilian Fleet, probably from the "next group" that, according to Apollo, had "never even been in a cockpit" at the time of "[[Act of Contrition]]." Later in this episode, a total of 19 Vipers and 2 Raptors are deployed. (Starbuck is inactive at this time due to her [[You Can't Go Home Again|knee injury]].)
