I was under the impression that Baltar dissolved the Quorum and that the People's Council replaced it. :Ron Moore talks about a bicameral system in his [http://blog.scifi.com/battlestar/archives/2005/01/index.html#a000016 blog]. I think we are under the assumption that the People's Council is that second chamber. That's also mentioned as possibility on [[Government]] -- [[User:Serenity|Serenity]] 17:56, 8 April 2008 (UTC)
