:It seems that a Northern English/Irish/Scottish accent is typically aerelon, as opposed to an American accent used throughout the other colonies. Baltar's native tongue is definitely attempting to be Northern England (compare with Christopher Eccleston's Dr Who) with a hint of Irish; and this guy's doing a similar accent.
