Is it established anywhere tha a quorum member MUST be from the colony he or she represents? I have seen several places on the wiki where this is assumed, most notably on [[The Twelve Colonies]] page, but I can't think of any reference off the top of my head where this rule is mentioned. As an aside, especially for those of you who don't live in the US, a US senator does not have to be a native of the state they represent, but there are residency requirements.
