IMO the most likely possibility is that he's all human, in which case the writers changed their minds in between the Frak Party podcast and the writing of this episode or they had already decided and RDM lied in order to avoid giving away a spoiler. It's also possible that his real father's Anders or Tigh, which would indicate that the tests Cottle ran can't identify a half-Thirteenth Tribe Cylon.
