::April, you are correct.  Further, the designation of "heavy" is applied when an aicraft is over a certain weight, regardless of whether it is laden with passengers or cargo.  The usage is important to remind controllers to allow extra separation between "heavy" aircraft and other aircraft following, because heavy aircraft generate increased wake turbulence, a significant danger to following aircraft.  (There may be other reasons for using the "heavy" designation.)
