Best guess its a part from the Commsystem of Starbucks Viper that was capable of receiving the homing signal from earth, that noone else could receive. We saw Starbuck and Leoben track down the signal on earth so they probably removed it from the Viper and had it with them. Given Starbucks reaction to finding her body and everyone else being told nothing had been found, it imaginable that Leoben simply kept it, as noone else was bothering about it. :*that equipment from the super-clean Viper would be a receiver, not a transmitter,
:*Tyrol and Anders comment that something is different about the super-clean Viper, and that could possibly include the special receiver that was not in the wreckage of Kara's Viper from "Maelstrom", and
:*the Cylons probably have much more advanced countermeasures; after all, they forced the Colonials to abandon networks, esp the wireless variety, didn't they?
