Richard Adar is the President of the Twelve Colonies of Kobol at the time of The Fall.  He likely dies on Caprica, along with the Quorum of Twelve and virtually all other government officials, during the Cylon attack.

Adar first runs for mayor of Caprica City, to which he is elected, and later goes on to successfully run for president Miniseries. At the time of the Cylon attack, he has nine months left in his second term Bastille Day.
Richard Adar was the last President of the Twelve Colonies of Kobol before the second Cylon war.  He likely died, along with the Quorum of Twelve and virtually all other government officials during the genocidal Cylon attack on the human race.

Adar appears to be a somewhat controversial president; William Adama considered him to be a "moron" Home, Part II. At some point in his presidency, he deploys Colonial Marines on Aerilon, an action which results in casualties and a public outcry. Though publicly he stands by his decision, he personally regrets his actions and writes down the names of all the casualties, leaving it in his desk as a reminder of his fallibility. His successor emulates the same practice after the loss of Olympic Carrier Water.
Adar was serving his second term as president, previously serving as a mayor (Miniseries).

Nevertheless, Adar continues to possess rather aggressive tendencies as president, as he is willing to use military action to resolve a drawn-out teacher strike when the teachers start to become violent. When his Secretary of Education, Laura Roslin, negotiates a diplomatic solution with the teachers' union, he is less than pleased at this outcome and asks for her resignation, which she refuses to discuss until her return from the decommissioning ceremony aboard Galactica Epiphanies.
Adar had faced some political strife for military actions, the details of which are still unclear, which he himself apparently regretted.  He reportedly wrote down the names of all the casualties of this act, leaving it in his desk as a reminder of his fallibility. His successor emulated the same practice after the loss of the Olympic Carrier (Water).

While in office, Adar offers a full pardon to Tom Zarek in exchange for the latter's renunciation of violence, which Zarek turns down Bastille Day. Despite being a married man, Adar engages in an illicit romantic affair with Laura Roslin during the last days of his administration Epiphanies. He is also an influential friend to Dr. Gaius Baltar Miniseries. All three persons go on to succeed him as president.
Adar once offered a full pardon to Tom Zarek in exchange for the latter's renunciation of violence; Zarek turned down the offer (Bastille Day).

Following the nuclear attack on Picon by the Cylons, Adar offers a complete, unconditional surrender on behalf of the Twelve Colonies. The Cylons ignore the overture, and Adar likely dies soon after, possibly following the detonation of a nuclear weapon over Caprica City. As a result of his death, the automated Case Orange government continuity mechanism activates via wireless and attempts to locate any surviving government officials. Only Roslin, the forty-third official in line of succession, responds, and she succeeds Adar as president after being sworn in aboard her government transport, a passenger liner designated Colonial Heavy 798 Miniseries.

Notes
Adar seemed to possess rather aggressive tendencies as president, as he was willing to use military action to resolve a drawn-out teacher strike (when the teachers started becoming violent). He didn't have a favorable opinion of Roslin's diplomatic solution to the problem and ultimately asked for her resignation because of it. Secretary Roslin tabled the matter until her expected return Galactica's decommissioning ceremony (Epiphanies).
*Adar is the name of the 6th month in the ecclesiastical year and 12th month of the civil year in the Hebrew calendar.
*The original script for "Home, Part II" called for Adama to refer to Adar as a "prick," but the line was edited to comply with broadcasting decency standards. Adama's original sentiments appear to mirror Feore's portrayal of Adar as a proud and disagreeable man.
*President Adar's only "actual" appearance are flashback scenes in the Season 2 episode "Epiphanies," though he has been mentioned in dialog several times since the Miniseries.

From Script to Screen
Adar was also an influential friend to Dr. Gaius Baltar (Miniseries).

* The October 25, 2006 "Full Collated" version of the "Hero" script contains dialogue where Admiral Adama explains that "The Admiralty was getting restless with the Adar administration, thought we were resting on our laurels, unprepared to defend against any unexpected attack." This specific reference to the Adar administration's military preparedness policies was omitted from the final aired version, which instead focuses on the mission itself without explicitly naming Adar's administration as the political backdrop for the admiralty's concerns.
President Adar is succeeded by Laura Roslin, the 43rd official in line of succession, who is sworn in during the immediate aftermath of the attack aboard her government transport, a passenger liner designated Colonial Heavy 798. She is appointed as president by way of the automated Case Orange government continuity mechanism via wireless.
