Doctor Horning was a [[Terra]] [[Nationalist]] officer with a medical and, evidently, a technological doctorate.  He examined [[Apollo (TOS)|Apollo]] and the equipment he carried when apprehended by officer [[Brace]]. He pronounced Apollo fit and tried to make sense of the Colonial equipment. He was confused by the queries from [[Starbuck (TOS)|Starbuck]] for Apollo he had heard over Apollo's communicator, both of whom later retrieved the equipment from Horning's examination room ([[Experiment in Terra]]).
