:One thing the bulleted summary items buy you is modularity. It's easy to add/remove bullets, where paragraph format requires the use of "writing skills" to make substantial changes. (Not that that's a bad thing to have when contributing to a wiki.) Also I feel the bullets tend to encourage concision, since it is easier to detect rambling when it is out in a bullet.
