== Biography ==

Leader of the [[Nationalist]] party on planet [[Terra]] who very much vied for peace with the fascist [[Eastern Alliance]] that propagated the [[Lunar Colonies]]. Extremely over-zealous and paranoid in how he conducted efforts of hammering out a peace treaty beneficial for both Nationalists and the Alliance members, he and his military and government supporters sequestered information from the general population and other members of the government -- such as [[Paradeen]]'s destruction by Alliance hands and the takeover the Lunar Colonies.

When his assistant [[Moore]] informed him of the return of [[Watts, Charlie|Charlie Watts]] ([[Apollo (TOS)|Apollo]], actually) and the two unidentified blips ([[Viper (TOS)|Vipers]]), Arends ordered [[Brace]] and his men to apprehend anyone who had been in contact with him or had knowledge about Watts' return. He also stressed the importance of the peace treaty and didn't trust the Nationalist [[Presidium]] for they were, in his words, "war mongrels".

Later having been freed by [[Starbuck (TOS)]], [[General Maxwell]] and Apollo attempted to convince the Presidium of Arends' actions and that they must maintain peace. Maxwell managed to strike Arends in the gut with the realization that the Alliance would do anything for total domination. 

Unfortunately, in order to enforce the peace treaty, the [[Galactica (TOS)|''Galactica'']] had to intercept all the nuclear missiles coming to and from Terra. Arends began to realize the error in his ways and, along with Maxwell, attempted to gain military and technological secrets from Apollo, who had disappeared at [[John]]'s whim.
