Despite Baltar's last-minute withdrawl from attending, Clellan executes the plan ([[Occupation]]), which results in the deaths of 33 people and Cylon VIPs and, eventually, a crackdown including mass abductions of "suspected insurgents" by the surviving NCP members ([[Precipice]]).
