Stubbs is a male Raptor pilot aboard Galactica who monitored enemy force deployment during the Battle for the Tylium Asteroid (The Hand of God). Since Boomer and Crashdown's raptor is labelled "Boomer" during this scene, and Stubbs' Raptor also bears his name, we can assume that he is pilot rather than ECO.
Stubbs does have one line during the mission. After Strike Force 1 is ordered to retreat, the subtitles read the following:
