No fan of Laura Roslin, McManus tends to be harsh in his criticism of her, her policies and her staff. Whether this is a reflection of his real feelings towards her, or whether his is simply playing to the audience is unclear (TRS: "Colonial Day").
McManus moderates the presidential election debates between President Laura Roslin and Vice President Gaius Baltar (TRS: "Lay Down Your Burdens, Part I"). He also announces the voting results of each ship during the Roslin vs. Baltar presidential election (TRS: "Lay Down Your Burdens, Part II").
McManus later discusses the state of the civilian government with Vice President Tom Zarek after Roslin and half of Galactica's air wing is apparently abducted from the Fleet by the rebel Cylon basestar, where Zarek blatantly points out that the government since the attack is run by fiat (TRS: "Sine Qua Non").
