Donner is an Eastern Alliance enforcer.

Donner lands on Paradeen to capture the Viper pilots.

Donner himself is subsequently captured and processed to The Fleet's Prison Barge (TOS: "Greetings From Earth"), but later escapes with the rest of the Alliance enforcers and three Borellian Nomen, sans Baltar, who masterminds the escape (TOS: "Baltar's Escape").
