Sire Domra was the leading member of the Quorum during the time of the encounter with Terra's Nazi-esque Eastern Alliance. Obviously, like most of the Quorum, he was an irritant of Adama and a hindrance to the Fleet in general. He managed to persuade the Quorum to relieve Adama of command of the Fleet, post an "advisor" to core command, and allowed for the Eastern Alliance and escaped prisoners from the Prison Barge take the Quorum hostage.

When Adama traded himself -- along with Siress Tinia, whom he hadn't wanted accompanying him -- for an extra centare of time, Domra informed him that they had taken a vote and decided to extend the State of Emergency. All of this was much to the resurgence of bile and irritation within a normally composed Adama. (Baltar's Escape)
