Bell is a curly-haired cameraman, working alongside D'anna Biers for her documentary on Galactica (Final Cut).
Because of his devious behavior and close working relationship with someone that viewers (although not the Colonial characters, yet) realize is a Cylon agent infiltrator, some viewers suspect that he too could be also be a Cylon (see Cylon agent speculation).
Note
Patrick Harrison (credited as "Flick" Harrison), who plays D'anna's cameraman, is actually a real-life filmmaker, journalist and cameraman. You can read about it in his own words on his blog.
