Willy is a leader of a California motorcycle gang.
After seeing Troy and Dillon's flying motorcycles on the highway, one of Willy's men asks him about the bikes. He replies that he's seen nothing like them before and decides to start trouble, which the two Colonial Warriors escape from upon activating they flying feature of their bikes (Galactica Discovers Earth, Part I).
