Council Security
Council Security is a civilian agency within the Fleet that is responsible for security considerations of the civilians.
Council Security guards the Quorum of Twelve and have jurisdiction over the prisoners of the Prison Barge (Baltar's Escape).
Much like Colonial Warriors, they are armed with laser pistols and apparently have a presence aboard Galactica.

It is evident that Council Security are viewed with disdain by Colonial Warriors (Greetings from Earth, Baltar's Escape). For instance, Colonel Tigh comments to Siress Tinia that Council Security couldn't stop an escape from the Orphan Ship (Baltar's Escape).
In addition, due to the color of their uniforms, they are also referred to as "blackshirts."
Reese is a member of the organization.
Notes
- In earlier episodes, such as "Lost Planet of the Gods, Part I", blackshirts were merely referred to as security officers. Two such officers attempt to discover who raided the officer's mess for supplies, until being thwarted by Colonel Tigh. Also, the blackshirts seen in that episode do not have Galactica's patch, and seem to recognize Tigh's authority.
