The black market is an organization within The Fleet through which the trade of goods, both essential and exotic, is executed.
Until the episode Black Market, the black market was headed by Phelan. After Phelan's death, Lee Adama explained that as long as these shady practices stopped, the black market would be allowed to continue business.
Despite the President's misgivings, the black market still functions within the Fleet, and is essential in distributing hard to find supplies.
