The black market is an underground organization within the Fleet through which illicit and unofficial trades of goods, both essential and exotic, are executed. The Prometheus is described by Tom Zarek as the "hub of the black market" (Black Market).

Until the episode "Black Market", the underground organization was headed by Phelan. Under Phelan, the black market regularly withheld inventory to inflate prices. The black market was also known for other dealings, some of which crossed the line between "merely" illegal and completely anathematic.
