Moore is an advisor to Nationalist President Arends.
As an advisor, he knows about the secret peace treaty between the fascist Eastern Alliance and the Terra Nationalist government.
Moore tells the president know about the two unidentified craft (Apollo's and Starbuck's fighters), but is met with unconcern about it.
By Arends' request, he orders the arrest of the Maxwells and Colonel Charlie Watts, although it is truly Apollo that he brings in, thanks to the Being known only as John (Experiment in Terra).
