A raft is a flat floating structure for travel over water, similar to a boat.
The Cylons have mechanized rafts that are capable of operating under their own power, as well as by remote control. These rafts apparently contain two forward mounted guns.
Specter uses this raft to exchange a human-form dummy purporting to be Megan to Megan's eldest son, Kyle, for Starbuck (The Young Lords).
