Embezzler 10 was Proteus prisoner who was down the block from Starbuck ("Bootlegger 137"), at least according to the inebriated Assault 9 (The Long Patrol).
Judging by the designation, Embezzler was a descendant of a "parent" who was a con artist or a smuggler.
